Department: Appraiser  

Pay:  $22.85 per hour

Work Schedule: Monday - Friday, 8:00 a.m. to 5:00 p.m.

Commercial Appraisers are responsible for properly discovering, listing, valuing, and defending appealed property values for the commercial real property parcels in Sedgwick County. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practice (USPAP).

 

Annual appraisal database maintenance.

  • Perform review of property characteristics for maintenance cycle using imaging technologies.
  • Perform on-site inspections to verify property characteristics for maintenance cycle.
  • Perform on-site inspections to verify property characteristic changes on open building permits.
  • Follow and comply with the annual PVD Revaluation Maintenance Specifications and Compliance Guide.

 

Annual property appeals.

  • Provide a high level of customer service while conducting Informal Equalization and Payment Under Protest appeals.
  • Review all relevant information and thoroughly document valuation decisions.
  • Provide an explanation of the appraisal process and how the final value of their property was derived.
  • Ensure that property owners and representatives are treated fairly and equitably.
  • Conduct field checks resulting from of an appeal with property owners or property owner representatives.

 

Final reconciliation of values.

  • Review property values for accuracy using updated market models.
  • Develop a final opinion of market value for each parcel of property as assigned.
  • Review all appropriate market information to establish accurate appraised values utilizing market models.
  • Document reconciled final value estimates by reviewing various approaches to value.

 

 

Minimum Qualifications: High school diploma or equivalent. Two year of experience in real estate, appraisal experience, commercial construction, real estate development, real estate lending, real estate insurance adjusting, drafting, or data management or analysis – OR – One year of mass appraisal experience as a field appraiser in a Kansas County Appraiser’s Office. Must successfully pass the following courses within three years of hire date:

  • International Association of Assessing Officers (IAAO) Course 101 – Fundamentals of Real Property Appraisal
  • IAAO Course 102 – Income Approach to Valuation
  • Uniform Standards of Professional Appraisal Practice (USPAP)
  • Kansas Property Tax Law
  • Kansas Personal Property and Assessment
  • Orion Introduction and Overview of Basic Functionality

Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver’s license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle to use on a daily basis.

 

Preferred Qualifications: Bachelor’s degree from an accredited college or university in Urban Planning, Real Estate, Accounting, Economics, Business Administration, or a related field. Three years of mass appraisal experience. At least one mass appraisal designation: Certified Assessment Evaluator (CAE), Residential Evaluation Specialist (RES), Assessment Administration Specialist (AAS), Mass Appraisal Specialist (MAS), or Registered Mass Appraiser (RMA).
